I guess that depends on the details. Are you asking for onshore consulting services to help a company supplement its IT staff, or even to act as an application service provider, or are you looking for cheap offshore labor? David can tell you where to go with the former; it's probably not this mailing list.

If it's the latter, I don't think there's any midrange.com mailing list that is appropriate. I could be wrong.
