After reviewing the code again, I realized that the cursor was declared in the *INZSR, but the Open and other functions were in other subroutines that were PHYSICALY located in earlier source statements.
The SQL Pre-Compiler is NOT aware that the *INZSR gets executed first, so it sees the Open etc BEFORE the DECLARE and issues the error.
I have moved the other subroutines to after the *INZSR and the pre-compiler now has no problem.

Get pre-compile error, SQL0504 35 761 Position 17 Cursor MO_SELECTION not declared.

Get the same error on the cursor for the FETCH, and the CLOSE

I can not determine why I am getting the error in the pre-compiler.
