As Joe said, there's a lot to be said for putting the values for your IN within a select statement.

This

Exec SQL Set :Flag = Case When :MyFld in ('MS', 'M1', 'M2', ... 'LS') Then '1'
Else '0'
End;

Would become

Exec SQL Set :Flag = Case When :MyFld in (

Select TheCode from codeTable)

Then '1'
Else '0'
End;

In RPGLE this would involve a READing a file, or using an array with lookup.

That being said, if your "IN" remains rather constant then it would make sense to have an %IN function in RPGLE. Keep all the logic right there. Sort of like the advantage of
chain (keyfield1 : keyfield2 : etc) MyFile;
versus
chain %keyds(GoSearchAndFindTheDataStructure) MyFile;

Submit a Design Change Request to add %IN.
