Is there such a thing as a "certified random number"? I would like to
get this behind me and I have not found a methodology I can sign off
on yet. Ideally, any correct algorithm could be multiple platform. I
am under the impression that it should be CPU dependant and a CPU must
support it directly with an instruction.

If you need to use a very good pseudo random number generator then take a
look at the CIPHER MI instruction. Here is the documentation for this
instruction:
http://publib.boulder.ibm.com/infocenter/iseries/v5r4/index.jsp?topic=/rzatk/CIPHER.htm
This documentation says "Pseudorandom number generation is performed using
the FIPS 186-1 algorithm."
