When IBM does provide a path to upgrade hardware to a new model keeping
the same serial, there is some card/chip/data area/whatever storing the model
number that gets transferred.
Picture 2 customers, one who upgraded and then sold the remaining parts,
calling IBM and claiming the OS license to serial ABC00.
Who owns the asset ABC00 ? And is that asset identified for leasing purposes and
tax purposes.
For as long as the used market has existed (remember the consent decree IBM was under for so many years) IBM must enforce unique serial#'s.
Every manufacturer of major equipment, computer or not, has the same issue.
Working at a site where aircraft engines are rebuilt. Any major part is serialized
and tracked - FAA requirements. When a failure occurs, all have to be traceable
back to manufacture and any repair/rebuild.
It seems what is missing is software needs a serial#... a unique identifier.
Then you can track transfers.

I think most vendors key on a couple of different factors - serial number
is only one. So, when I upgrade from a 570 to a MMA shortly, that should
be a hoot.
