I downloaded the AIX binaries from the old public domain site for AIX at UCLA - not there anymore but still available - check the list archives.

It's easy to put CL wrappers around QP2SHELL to call the PGP executables. As far as I'm concerned, PASE is native enough - and there is so much good stuff available for our use there. And free. And developed over many years so it's solid.
