I wanted to assume that QTEMP was at the top of USRLIBL. I am aware that
BPCS uses INLIBL and that technique. However I wanted this within a BPCS
job stream so it didn't make sense to me to copy INLIBL over to INLIBLROB,
swap the position of QTEMP, and wherever I wanted to inject my routine,
switch the library list. Coworkers were quite adamant that QTEMP stay at
the end of INLIBL. After that, if I wanted to refer to something in QTEMP
it made perfect sense to just say QTEMP/object versus *LIBL/object
and move QTEMP around.

Not sure I understand this entirely. You wanted QTEMP at the beginning
while coworkers wanted QTEMP at the beginning. That sounds more like an
internal problem than a BPCS problem, but I'll take your word for it.
