Found my own answer, if anybody's interested:

Assuming your parameter is &BAR, and you just want to verify that it was passed, just declare a meaningless variable (we'll call it &FOO) of the same type and size, and then:

CHGVAR VAR(&FOO) VALUE(&BAR)
MONMSG MSGID(CPF0000) EXEC(SNDPGMMSG MSGID(CPF24B4) MSGF(QCPFMSG) +
MSGTYPE(*ESCAPE)

This, if nothing is passed to &FOO, will give the system error message, "Severe error while addressing parameter list."
