Weird issue with override, FTP, and ILE CL

This is weird:

If I build a file (a source PF) of FTP commands in QTEMP, and override
INPUT to that file, from a command line, then type FTP <hostname>, it
will take the commands from the file.

If I do the same thing in OPM CL (having to make a program call in order
to build the command file), it still works fine.

But I'm working on a project that uses ILE CL, in order to incorporate
everything into a single *PGM. And when this program (which currently
contains a DSPPFM, to verify that the command file actually exists by
the time it gets to the FTP <hostname> command), FTP <hostname> runs
interactively.

What is wrong here?
