A left outer join will return all. An exception join will only return A.

Doesn't a left outer join return (A,B,C)? In set terms, Table1 Union (Table 1 insect Table2).

Taking that set theory description into account:

Select *
from table1
Union
Select *
from table1 inner join table2 on mykey
