Our production system pushes save files of all production libraries to a
backup system every night. Restoring those libraries does set the
Change Date to the Restore Date, as a CPYLIB of, say, a production
library to a test library does.
I, too, would have expected a Save to affect the change date. After
all, that's what it's for (as Chuck pointed out). However, I have a
file in a library on the backup system with a change date of 03/28/07,
but I did a Save 21 on that system back on 20 October before and after
the last Cume install. And that library is a "control" for various
functions and is not subject to the push I described earlier.
It appears that, for purposes of my analysis (i.e., trying to determine
if a library's files are still used), that the "Last Used Date" is the
one that I need to reference. I say that because, even if the file has
not been created or actually changed, if some query or other program
simply references it, that date gets updated.

We run Mimix. Since then, the last used is modified every time we run the
audits (nightly). Drives the people trying to do the analysis you're
doing nuts.
I believe a save/restore will update the last changed date. So a move to
a new system, creation of a test library, etc, perhaps?
