Add only the export command for the scheduled submit, such that the request runs with a user profile that is properly configured to use the desired CCSID; i.e. specify a user profile name which has CHGUSRPRF USER(named) CCSID(37). For example:

ADDJOBSCDE JOB(ITEMMASTER) TEXT('Export ITEMMASTER')
CMD(CPYTOIMPF FROMFILE(EIQRY01/ITEMMASTER)
TOSTMF('/QNTC/10.12.12.2/SHARED/SEAM/ITEMMASTER.TXT')
MBROPT(*REPLACE) RCDDLM(*CRLF) DTAFMT(*FIXED))
FRQ(*WEEKLY) SCDDATE(*NONE) SCDDAY(*ALL) SCDTIME(0200)
USER(HasCCSID37) /* User HasCCSID37 defined with CCSID(37) */
