My understanding is that, once iSeries (and pSeries) support was integrated into the Linux kernel, essentially any "distro" of Linux that can run on PowerPC should be capable of running in an (iSeries or pSeries) LPAR.

Hence, you could get any Linux PowerPC "distro" from any source (e..g download it for free from one of many web sites), and then install it in an iSeries or pSeries LPAR.
You never actually "had" to pay for Linux for iSeries or pSeries ... although SUSE and RedHat offer versions bundled with support that they sell to large enterprises, who want a phone number for someone to call if they encounter any problems. Most "open source" software licenses have provisions such that anyone can package the software and offer it for "sale," bundled with various support services.

This is just another example of that.
