The following shows both zero and twenty four hour values are valid:

create table qtemp/tt (TT time)
insert into qtemp/tt values
(cast('24.00.00' as time))
,(cast('00.00.00' as time))
select tt from qtemp/tt

....+...
TT
24:00:00
00:00:00
******** End of data

That Eval for me gives RNF7511 sev-30 The operand *HIVAL is too small to contain a complete *ISO time.
Do you have a complete simple one field example, beginning to end [sources, creates, calls, outputs versus expected]?
