It's a good article, and if you read the article carefully Kent's point is
that you need a DBA when the job load is such that you need a DBA <grin>.
That is, when you do enough database refactoring, performance monitoring,
and metadata maintenance (including triggers and constraints and stored
procedures and so on).

Basically, it's a business decision: is there enough going on that the cost
of a full-time person performing that role will actually pay for itself in
the added productivity of your other staff? In the majority of shops I've
seen, the answer is no.

As I've also said, though, that changes as you add SQL and/or ODBC
functions, which, if you think about it, is probably a hidden cost you
should consider as you implement more of those functions.
