We don't, but then we're not a "make work" union shop.

Only positive is that the system administrator might be a second check on
system performance. But I would think that a good DBA would not only
consider performance, but would also consider security.

Now, allowing Tom, Dick and Harry in the department create files causes me
issues when most, if not all, won't use Referential Integrity, other
constraints, triggers; define date fields as numerics, and a host of other
ills, concerns me.
