Does anyone have a short cut to getting a list of commands that "Allow
Limited User" = *YES?

For the operating system, it is...
DSPJOB
DSPJOBLOG
DSPMSG
SIGNOFF
SNDMSG
WRKMSG

Vendor applications or your own applications may add some more to that
list.
