I agree that CHGDSTPWD can be used from any work station. Rob may have been
thinking that only someone signed on as QSECOFR it allowed to use
CHGDSTPWD. There is also the fact that when QSECOFR is disabled and you
know its password then you can still sign on as QSECOFR from the console.
I point this out as a way to say that the console is still useful.
