The first step is to see what constraints exist:

DSPFD TYPE(*CST)

If you are unfamiliar with constraints, you could start with the help
for command ADDPFCST. Further reading can be found in Infocenter:

What the heck is an RI constraint action ?

The weird thing is that I can run the same insert statement from
QuantumDB into the same file, and it works fine.

To make sure it wasn't my SQL statement, I made another program with a
much simpler statement, just inserting hard-coded values into the file.
Same error:
