Absolutely true! We had a comm rack full from top to bottom of crucial equipment. Every piece had dual power. The supplies were split to separate UPSs each running less than 50% load by a significant margin. We were happy. One PDU cord to the UPS was badly routed so we unplugged it........ Silence. The other UPS was sitting now at 1% load. Hmmmm.. Turned out the PDU breaker had tripped! It could handle 1/2 the load but not all of it!
So: moral of the story is to make sure that both ENTIRE circuits can carry the full load. And um, test that.....

This is the crucial bit! The whole point of splitting the load is failover,
and if the circuit can't handle the load, it will FALL over, not fail over
<grin>.

On a related note, I took down an iSeries once by plugging in a coffee
maker...
