I usually do this with a CL program that has a DLYJOB(n) in it. Like this:

TOP:
RTVSYSVAL SYSVAL(QTIME) RTNVAR(&CURRTIME)

/* If the current time > parameter end time and the current */
/* time < start time, end the process. */
IF COND(&CURRTIME *GT &ENDTIME *AND &CURRTIME +
*LT &STARTTIME) THEN(GOTO CMDLBL(END))

CALL PGM(HPCMDR) PARM(&ACTION &SITE &RDR &RETURN)
DLYJOB DLY(900)
