Hmmm... I'm running V5R4, and I don't receive this error. Do you only get this error when running HSSF, or does it fail with any Java invoked from RPG? Or any Java invoked at all?

I'm assuming that this is MCH3203, so I did a quick Google on the msgMCH3203 and 1716. The following document (PSP Fix Summary Listing for V5R4) lists many PTFs that fixed errors related to MCH3203 and VLOG 1716. You might want to make sure you're up to date on PTFs...
