I think you set the banner print on the printer itself, not the remote outq.
Then it prints banners/separator pages for every print job.

Remote OUTQs are very limited in the things that they can do. Can you change
to using a *LAN print device? Then all the printer stuff is available to
you. If they are actually HP printers, this should be possible. And with
many others.
