I think the best choices are asp.net or windows forms .net. Both are
available for little no charge - all you need is a Windows PC. Add
Visual Studio to be most productive. Both let you program either VB
or C#, two outstanding languages. the .NET framework is comprehensive
- the same language and framework is used for web, desktop and office
( excel ) applications. With ODBC access to your as400 database and
applications, there is little you cant do from C# that you can from
RPG.

the choice then becomes web or desktop. I think coding is easier in
desktop apps, but it is hard to argue against the quick deployment
possible from a web based appl.
