I don't understand why you say it doesn't exist as a valid option? Perhaps you misunderstand the OFFSET parameter of CHGTIMZON? When you specify the offset, you specify it as a number of minutes (not hours and minutes like it's displayed on the screen).

So you'd type:

CHGTIMZON TIMZON(QN0400UTC2) OFFSET(-270)

-270 is 4 hours and 30 minutes... (60*4+30=270)
