My I_BASE_01 CD was in a separate piece of plastic and cardboard and did
say 1 of 2. I think they missed sending yours.
I have 3 sets of CD's for 3 systems and tend to use the set for the
system to which it was assigned. I just had one upgrade fail just as it
started and had to do a scratch restore, but IBM says it never even read
the first CD, but it made me suspicious of that one set.
