Is there a way to dynamically allocate an array in COBOL?

Yup - you can map to malloc or use the ILE heap APIs and map it via the
Linkage Section. Or you could use a User Space for that matter.

But - you will still have to specify an Occurs clause - and the compiler
will still constrain the maximum number of elements. So all you gain is a
potential reduction in storage usage.
