Yes, but they could have also used alternate, which is more accurate since you are alternating between two states.

Vary is more of an analog verb, suggesting more than two states.

We have gotten used to it but it really doesn't make that much sense.

Vary means change. If I vary a device (on to off|Off to on), I'm
changing the state. Like if I vary the ingredients of a recipe, I'm
changing the recipe. That's what I think, and I'm sticking with it.
