Note that even various _attributes_ are protected. E.g., try
removing one of the special authorities from QSECOFR. You could even
try CHGUSRPRF QSECOFR SPCAUT(*USRCLS) which would practically leave
special authorities exactly the same as they already are. Review the
full text of message CPD2202 that appears. (Or simply DSPMSGD
CPD2202 without trying CHGUSRPRF.)
And note that even signing on _as_ QSECOFR doesn't give sufficient
authority
