The problem is that the application SHOULD be dependent on new
functionality in later releases. However most vendors don't modernize
because of supporting older releases.

Just like some vendors won't imbed SQL because not only does the customer
then have to have the language compiler, they now need the preprocessor
(oh just shut up you SQL-CLI freaks), if they want to customize, you will
find vendors who limit their software from having other features like XML,
and other stuff that is now in later releases.
