Create a CL program that submits that job at the desired interval. Here's
some quick-and-dirty pseudo-code:

pgm
readClock: rtvsysval qtime
if (time >= 0300 and time <= 2359) do
sbmjob ... /* The once-every-15-minutes job */
dlyjob 900 /* 15 minutes) */
enddo
else do
dlyjob rsmtime(0300)
enddo
endpgm
