I have a 5-minute delay on starting printer writers. This is what's in my
startup program:

/* START PRINTER WRITERS */

QSYS/RTVSYSVAL SYSVAL(QSTRPRTWTR) +
RTNVAR(&STRWTRS)
IF COND(&STRWTRS = '1') +
THEN(DO)
ADDTIM NBRSECS(&DLYSECS) +
ENDTIM(&HHMMSS) +
ENDDAT(&YYMMDD)
SBMJOB CMD(CNTPRTWTR ACTION(*START)) +
JOB(CNTPRTWTR) +
JOBQ(QCTL) +
JOBPTY(1) +
SCDDATE(&YYMMDD) +
SCDTIME(&HHMMSS)
SNDPGMMSG MSGID(USR9897) +
MSGF(MSG) +
MSGDTA('Printers will be started in' *BCAT &DLYSECS *BCAT +
'seconds (to insure TCP/IP is up).') +
TOMSGQ(QSYSOPR)
MONMSG MSGID(CPF0000)
ENDDO

By submitting to batch, the rest of the program can proceed. There's
probably a more elegant way, but this works for me.
