"Earliest" refers to going backward not forward.

If we could not go forward with compiled code, this whole thing would have
fallen apart ages ago.

I can't point you to any documentation, but your question got
me curious, and I did a search on our system. We have user
programs created on V1R2 and V2R2 in current use on our
system, currently running V5R3M5.
