If not already suggested - do a WRKOBJ *ALL/FTP
Should see at least 2 - one in QSYS, one in QTCP.
The QTCP should be the one with the last use date.
Hopefully not a "user" version of FTP.
Check the object dates & see if restored/installed on same date.
Does the QTCP indicate modified?

Also - The "Operation not authorized" msg - in joblog do a F1
with cursor on msg to get addtl info. What is the msg id?
A F9 will indicate the program that sent the msg.
I looked on my V5r4 sys and could not find the TCP msg you listed earlier
in either QCPFMSG or QTCPMSG
