Have you looked to see if someone created an IP address filter? Here is
the help text for working with Packet Rules.

<< In iSeries Navigator, expand your server -->Network -->IP Policies.
<< Right-click Packet Rules and select Rules Editor.
<< Either open an existing file or create a new one.
<< Select Address from the Insert menu.
<< Click Help if you need more information to complete the fields.
<< When you have completed the fields, click OK.

I checked all the applicable FTP Exit Points (registered *YES, but no
exit programs exist). I also looked into iSeries Navigator but all I
could see are the FTP properties - no user access controls. Any other
ideas?
