I am using %DEC within an RPGLE program to convert the character
data to numeric. Sometimes the data being converted is not
valid for numeric. If the statement errors, how can I ignore it
and continue to the next

I'm not convinced that simply continuing is a good idea but ...

What you need is a MONITOR block. Like so:

/Free
Monitor;
x = %dec(y);
On-error
// whatever fix-up and/or reporting goes here - like x=0
EndMon;
