Put the WRKQRY in the CLP right after the override.

The override you are calling is at a higher level than the WRKQRY.

Subject: Command Line OVRPRTF vs. CALL

OVRPRTF FILE(QPQUPRFIL) DUPLEX(*TUMBLE)

When I key the above on a command line just before I do a WRKQRY (which
prints), then the "tumble" works fine.

I have created a CLP (with the exact same command as above), but when I
"CALL THATCLP" - the override does not take?
