Navigator and Universal Connection Wizard

Where did IBM hide the Universal Connection Wizard in the V5R4 version
of iSeries Navigator? I can't find it on any menu and it's not listed
in any help topics and the web documents I can find just say to start
Navigator and select the Universal Connection Wizard option.

p.s. My profile I am using is security office level
