In COBOL source, you need to declare the correct "linkage" attributes for your procedure, in the SPECIAL-NAMES paragraph, something like this:

SPECIAL-NAMES.
...
LINKAGE TYPE IS PROCEDURE FOR "procedurename".
...

Specify your *SRVPGM on the CRTPGM command when you bind it with your COBOL *MODULE, or have the *SRVPGM in a binding directory, etc.
