How can I determine 'who' is the signer of the certificate?

BTW - The certificate that I was sent (from WS-FTP Server) is identical to
the certificate that I exported from my copy of WS-FTP Pro

Sounds to me like you need the CA certificate from the signer of the
certificate you are trying to import.

Import the CA certificate into the *SYSTEM certificate store, ensure it is
enabled (via the Set CA Status link), and then import the certificate.
