Someone signed up for our mailing list, but all attempts to send mail to
him/her result in this message being returned.

Locally disabled commands usually means that the receiving server is
running enhanced SMTP (ESMTP) and is advertising that fact in the
connection banner, but the admin has disabled some or all of the
enhanced commands.

The sending server _should_ be smart enough to fall back to regular
SMTP processing if the receiving server is rejecting any enhanced
commands. No enhanced commands are _required_ to simply send an
email.
