The rub is "more often than not". As much as we push "best practices" and
try to get our divisions to agree that, if code must deviate from the
vendor supplied code, then try to get all divisions to agree on a
modification, it doesn't always work that way. Hence, each division has a
library list that looks something like the following (greatly simplified
for this example):
DIVAFILE
DIVAPGM
CORPMODS
VENDORPGM
QGPL
QTEMP

And the next division may have
DIVBFILE
DIVBPGM
CORPMODS
VENDORPGM
QGPL
QTEMP

And it may not be uncommon for program ORD500 to exist in DIVAPGM,
CORPMODS and VENDORPGM. And it may, or may not, exist in DIVBPGM.
