Power Off From Control Panel

Hi list,

I have a runaway system on my hands and I cannot get the system console
to come up.  It is the only terminal on the system which is in the
process of being decomissioned.  I'm trying to do a manual power down on
the system from the control panel.  I get to the point of choosing
option 08 and getting the confirmation display SRC code.  When I press
enter one more time, it displays "11-3" and the power down does not
happen.

What am I missing?

This is an elderly model 250 .... looks like a 170/270 system.
