Hi Martin Pat is right, you need to tell the system which console type you are using. The process for doing this is here: http://publib.boulder.ibm.com/infocenter/iseries/v5r3/topic/rzajr/rzajrfunctions6521.htm#functions6521 But if the link is wrong search the infocenter on 65+21You will need to use the option panel as you described - having to hit 25 and 26 to make the 65 stuff available; there is a section on the web page above that describes how to make these functions available.
You can do this after booting from the LIC CD on scratch install, I've done it before. It's just infuriating as the procedure is quite tedious.
I found it useful to go back and check the console type after I had changed it (it tok me a couple of attempts to get it right)
It was also handy to go back and use function 11 to check the SRC that resulted after the operations
You will be much more familiar with your panel when you have completed this.
