Depends on your definition of "running".  It probably comes preloaded with 
a bunch of the software, and some version of cume.
You have to decide if they loaded enough of the LPP's.  Like, nowadays

Are you planning on migrating?  If so, then it might be wise to upgrade 
your 250 to V5R3 (it's supported).  Get both V5R3M5 and V5R4 for your 520, 
migrate it over and upgrade shortly thereafter.

Some of the CD's might contain a welcome wizard.  Haven't used it but I'm 
sure it would prompt you for things like configuring TCP, etc.
