You could keep a static CSV file with the headings in it.  Then do a 
RMVLNK ('/FGCSTIV3.CSV')
MONMSG CPFA0A9
CPY OBJ('/FGCSTIV3hdg.CSV') TOOBJ('/FGCSTIV3.CSV')
// change your replace to an add...
CPYTOIMPF FROMFILE(FGCSTIV3) TOSTMF('/FGCSTIV3.CSV') MBROPT(*ADD) 
RCDDLM(*CR)

You don't have to learn java, it's basically calling existing java stuff 
from RPGLE.
