Should I have more PTF Groups? -- MIDRANGE-L

I'm at V5R4.

When I do a WRKPTFGRP I only See
SF99540 (CUME), SF99539 (HIPER), and SF99504 (DB2).

Shouldn't I have the other groups as well?
Java, Websphere, etc...

I see that there is an API to create new groups, but I would
Think there is something else to get the other groups listed...
