The problem was that I did not have *AUDLVL for QAUDCTL.

I think that the QAUDCTL needs to be set to *AUDLVL.  Also, check the system 
value QAUDLVL.  I was
just researching this in the Security Manual today .... what are the chances of 
that happening?
