At least it's able to do some QSYS.LIB stuff.  How about

CPY OBJ('/QSYS.LIB/ROBDELME.LIB/DELETEME.FILE/DELETEME.MBR')
TODIR('/QFileSvr.400/GDIHQ/QSYS.LIB/ROBDELME.LIB')

or

CPY OBJ('/QSYS.LIB/ROBDELME.LIB/DELETEME.FILE/DELETEME.MBR')
TODIR('/QFileSvr.400/GDIHQ/QSYS.LIB/ROBDELME.LIB/DELETEME.FILE/DELETEME.MBR')

where you specify the member.

So I created the file on the remote system and tried

IHQ/QSYS.LIB/ROBDELME.LIB/DELETEME.FILE') Object already exists. Object is /QFileSvr.400/GDIHQ/QSYS.LIB/ROBDELME.LIB/DELETEME.FILE/DELETEME.MBR. 0 objects copied. 1 objects failed.
Then I ran
rmvm robdelme/deleteme *all
on the remote system.  Now it works.
CPY OBJ('/QSYS.LIB/ROBDELME.LIB/DELETEME.FILE/*') TODIR('/QFileSvr.400/GDIHQ/QSYS.LIB/ROBDELME.LIB/DELETEME.FILE') Object copied. 1 objects copied. 0 objects failed.
If you create the file, with no members, then it will work.
