uuencode and uudecode are in GNU sharutils.

You can download binaries from here:
http://aixpdslib.seas.ucla.edu/packages/sharutils.html

Download a binary package, untar it in /, and see whether
/usr/local/bin/uuencode runs. If not, try a different binary package
version.
